The next meeting of the working group on Financial Markets Development and Accessibility of Loans has been held.

The next meeting of the Working Group on Financial Markets Development and Accessibility of Loans of the Commission on Business Environment and International Rankings was held online on July 29, 2026.

At the meeting, comprehensive information was presented and extensive discussions were held regarding the activities carried out during the first half of 2026 within the framework of both the Working Group’s 2026 Action Plan and the approved 2026 Roadmap related to the “Financial Services” indicator of the World Bank Group’s Business Ready report.

The meeting participants were informed about the financing of SMEs, the implementation of financial literacy programs for entrepreneurs, the development of banking, insurance and capital markets, financial accessibility for startups, the improvement of the regulatory framework for the financial sector in accordance with international standards, internal credit investments in the private sector, loans provided by microfinance institutions and other relevant measures in the Action Plan. Furthermore, discussions were conducted on the implementation progress of key measures envisaged under the Roadmap, including the regulatory framework for business lending, secured transactions, and electronic payments, as well as the operation of credit bureaus and collateral registries. In addition, a report on the implementation status of the decisions adopted at the Working Group’s meeting held on 05 June 2026, was presented and reviewed. The meeting held a broad exchange of views on the reports for the first half of 2026.

The meeting, jointly chaired by the Central Bank and the Secretariat of the Commission on Business Environment and International Ratings, was attended by representatives of the Ministry of Economy, the Ministry of Digital Development and Transport, the Ministry of Finance, the State Tax Service, the Small and Medium Business Development Agency, the Entrepreneurship Development Fund, the Mortgage and Credit Guarantee Fund, the Agrarian Credit and Development Agency, the Azerbaijan Credit Bureau, the Apparatus of the Ministry of Finance of the Nakhchivan Autonomous Republic, and the Baku Stock Exchange. Representatives of the Azerbaijan Banks Association, the Azerbaijan Insurers Association, the Azerbaijan Microfinance Association, and the Azerbaijan Capital Market Participants Association, as well as members of the private sector represented within the Working Group, also participated in the meeting.
